How can my 19 yr old daughter get a student loan without a co-signer ?

My daughter needs a student loan of $16k. She only has 1 yr of employment and pretty much isn't creditworthy. Parents have not very good credit either. With Mom as a co-signer we haven't had any luck getting a loan. Any websites or banks out there that can give her a loan ASAP?????we live in Calif. she goes to school in Chicago, Ill.
