How do I fix my stuck seat belt in my 2001 Ford F-150 Super Crew?

The back penger's side seat belt is stuck in the recessed position. It just happened one day. I figured it probably just needed more slack. So I took the bolt off and let some more slack out. Now it's stuck all the way back. Is there a way that I can fix this without having to take it to the dealer?
