Betta fish??????????????

my betta fish is at the bottom of his tank just sitting there and he has this wierd fluff looking stuff on his right gill/lung, he is sorta swimming around though, and there is stuff growing (again looks like fluff) on the pebble of food he is by. What do you think is wrong with him? He is a year and a half old. Do you think he is dieing?
