Can World of Warcraft track previous Whispers?

I do not believe they do. The sheer amount of dialogue that occurs on any given server is way too much to keep. However, you can keep track of your conversations if you copy them to the clip board. Additionally there's addons that allow you to keep track of text. I think WIM (WoW Instant Messenger) has something like that.
